Our Executive Team

IHC Chief Executive Andrew Crisp joined the organisation in February 2025. Andrew has previously held Chief Executive roles with the Ministry of Housing and Urban Development and Land Information New Zealand and has held senior roles with the Ministry for the Environment, New Zealand Treasury and the Department of Labour. He has a strong background in strategic organisational leadership with a commitment to initiatives that make a difference in people’s lives. Andrew is a people-focused leader committed to playing his part in improving the lives of people with intellectual disabilities.

Rachael Davie has over 20 years of senior leadership experience across community-facing, regulatory and health service environments. She was previously Deputy Chief Executive at Western Bay of Plenty District Council.  

Rachael has extensive experience leading complex service systems, partnering with iwi and hapū, and delivering people-centred, community-driven change. She is motivated by values-led, relational leadership and a commitment to equity, inclusion and social justice.

Janine Stewart has worked in the health and disability sector for over 45 years with 33 of those years being with IHC in senior leadership and advisory roles. She has worked directly with people with intellectual disabilities, families, IHC membership, community/sector organisations, and government funded services.

Her personal and professional philosophy centres on the right of every person with intellectual disability to have choice control and ordinary life outcome like all people, empowering individuals and advocating for inclusion at all levels of society.  While recognising and supporting the place of whānau and community as critical to achieving success.

Tania Wilson has over 20 years of senior leadership experience across community, housing, disability and social impact organisations. She was previously General Manager Tenancy at Accessible Properties and Chief Executive of Momenta Charitable Trust.

Tania has extensive experience leading community-centred change, developing strategic partnerships, and connecting people, ideas and opportunities to create meaningful impact. She is motivated by relational leadership and a commitment to strengthening communities, improving outcomes for people and whānau, and ensuring organisational decisions are grounded in community insight.

Greg has been with IHC since 2022 and brings more than 20 years of experience across finance, property and executive leadership. He spent four years on the Accessible Properties senior leadership team and has led both IHC’s finance and property functions.  

A Chartered Accountant, Greg holds a Postgraduate Diploma in Professional Accounting and a Bachelor of Commerce and Administration.

Known for his inclusive, people-focused leadership, Greg brings clarity, integrity and a strong commitment to ensuring IHC’s homes support dignity and belonging for the people we serve.

Rachel Baxter has extensive leadership experience across the public and private sectors. Most recently at New Zealand Trade and Enterprise (NZTE), she has held senior roles focused on organisational strategy, people and performance.  

Rachel holds a Masters of Public Policy and a Bachelor of Applied Economics. She is passionate about building strong, values-driven organisations, where people feel supported to do their best work and deliver meaningful outcomes for the communities they serve.

Richard brings nearly three decades of finance and corporate services experience, most recently at Manaaki Whenua Landcare Research, and he was immediately drawn to IHC’s purpose and the opportunity to contribute to meaningful work.  

Richard is known as a collaborative, calm and supportive leader who empowers his teams and brings clarity in complex situations. He has led large, diverse teams across Crown entities and commercial organisations and is committed to strengthening IHC’s financial sustainability and digital capability.

Tania Thomas is from the Far North and is Ngāti Kahu and Scottish. She advocates to advance inclusion, foster allyship, and build a fair, open society where every individual can thrive, contribute their strengths, and enjoy a good life.

Her background in disability started as a UK trained mobility instructor for people with blind and low vision. Tania was a Deputy Health and Disability Commissioner and prior to coming to IHC was the CEO of Te Roopu Taurima, a Kaupapa Māori disability support service. Tania has an MBA from the University of Auckland, is a member of the National Enabling Good Lives Group and the Whaikaha Strategic Advisory Group. She holds several Board Trustee positions in her community.
